Carol,
        I would think that if you put some insulation between the heat 
source and the firewall, the heat would have more of an opportunity 
to get sucked into the airstream passing under the car.  Also I think 
most of the footwell heat is coming from the exhaust pipe passing 
right under it, so you could wrap the exhaust pipe with header tape, 
which would cause more heat to stay in the tailpipe and get blown out 
the back.  One work of caution, though.  I've heard that on mild 
steel exhaust systems, this extra heat retention in the pipe can 
damage (melt) the exhaust pipe.  Better to go with foil-covered pad 
on the firewall, as described by another poster.
