Richard,

The fact that you have decent pressure leads to be suspect your problem is 
electrical
rather than mechanical.

There is a switch that limits O/D engagement in the side of the overdrive 
gearbox.
 The nose of said switch is depressed as you engage 4th gear.  With time, the 
plunger
inside the switch wears away and produces the symptoms you describe.  Eventually
the O/D will not engage atall.  You may want to check this; the switch is about 
~$10.
