I think you answered your own question. The fuel pump should click
every time, assuming that it has been a while since the car has been
run. It might not click, or pump, if it has been recently shut off.
Next time it doesn't start, run through the procedure. Check for spark
(easiest) and then check for fuel. If there are not signs of fuel,
whack the pump with service tool 101. If that makes it work, then
completely ignore the problem until it gives up on the interstate--at
least that's how I do it.
BTW, how did it quit? Usually electrical problems QUIT. Fuel problems
take a little longer to quit with the prerequisite jumping an hopping.
