What you've been told is correct. TDC, for testing purposes, generally
refers to the top of the compression stroke. At this point both valves
are closed. 
 For what it's worth, there is another TDC, when the piston is at the top
of the exhaust stroke. In this case, the exhaust valve will be closing
(but partially open),and depending on the duration of the cam, the intake
valve will be starting to open 
   The two TDC's are 360 degrees apart.
