Light bulbs have a constant current characteristic. If you run that 1446 bulb
at 14v it will still draw only .20a. So it shouldn't get any hotter than the
1449 at 14v. There is no single voltage specification for a car. The automaker
I work for specs the car voltage from 10.5v to 16v. Every electrical device in
the car (including lamps) must work over that range even though the nominal
voltage is 14v.
