Trevor,

I had the same problem on the A.  There is not any detent on the jet.  It
just rides up and down in a rather hodge-podge collection of brass washers,
springs, and cork seals.  I found that loosening the big jet bushing nut
and tightening it a few time allowed all of these parts to reconfigure in a
more favorable orientation allowing the jet to move freely.  Make sure to
check that the jet is still centered after this by lifting the dashpot and
seeing that it falls with a definite click (damper rod removed).  If this
doesn't help or the carb starts to lead then it is time to pull the jet and
renew the cork seals.  Not a big job but you need the parts- assorted seals
and gaskets. 10 bucks max.  Again make sure the jet is centered when done. 
It doesn't hurt to deburr the outside of the jet tube while is it out with
a nailboard or a small file.

My experience is on H4's but I believe that this section of the HS4 is
identical.  On the other hand, you could just open the bonnet before a cold
start and nudge the jet home every time.  I did that for a couple of weeks
before it got old and I pulled it apart.
