Yes, I just got my set in NJ.  Pick up an application form at your local Motor 
Vehicles Office.  Fill it out as instructed but be sure to include a separate 
list of 
the choices you would like to make.  The form lists only 4 or 5 choices and 
unless you are pretty lucky you won't get one of those.  I actually got about 
my 
10th choice.  Happy with it but it wasn't my first choice.  Enclose a check for 
$100 and sit back and wait.  They say it takes about 5-10 weeks to process.  I 
got mine in about 6 weeks.
