Connect a 12v bulb between the two wires on the sender. If the bulb lights and
flashes (ignition on) a couple of times a second and the gauge moves then the
sender is faulty. It could be a faulty ground to the sender but they are
usually grounded through the tank anyway.
If the bulb does not light connect a voltmeter or test lamp to each of the
terminals on the voltage 'stabiliser' mounted on the bulkhead (ignition on).
The bulb should glow steadily on the green wire and flash on the light
green/green wire. If it lights on the green but does not flash on the other
then the stabiliser is faulty. If it does not light on the green then there is
a fault somewhere in the wiring back to the third fuse down (fused ignition).
Presumably your other green circuits work correctly e.g. heater fan, tach,
washers. If none of these work the fuse/holder is probably at fault.
