Jeff,
The heater control valve is meant to throttle the amount of water entering the
core. 
The first thing I would do would be to spray WD-40 in the slot in the side of
the valve to free up any stiffness. Then make sure that the tang that rides in
the slot isn't bent and binding......straighten it with a needle nose if it
is. Make sure the cable isn't binding........give it a shot of WD-40 too.
