Untrue.
It does make it "easy pickin's" for a copyright infringment,
but it is FAR from the same as making it public domain.

No, because one is an abuse, one is a use.
Much like buying a music CD and listening to it in
your CD player, versus making copies of a friend's CD
and playing them.
