Bill,
The object of this exercise is to disable the valve, the valve should not
move after you're done, and the hole should be completely sealed. The valve
is there to keep the manifold vacuum from dropping real low during off
throttle so the engine doesn't go rich while the rpms drop. The side effect
is that it also takes longer for it to come off throttle, which is part of
what you're trying to fix.
