Up to 10% high at speeds over 30mph was (and still is) normal for speedos in
the UK.  At speeds below 30mph they can read low.  It all depends how
accurate the speedo you were checking it against is.  However with your tach
and speedo correlating then gearing is more likely to be the cause.
