Carpet Snaps?

Hello All,

I am patching some small rust holes in the floor of my '71B.  There were two
snap-like fittings on the part of the floor that slopes up to the firewall
(under the clutch and brake pedals).  They look like oversized snaps, about 4.5
inches apart.  They have phillips head machine screws through them that have a
nut and washer on the underside of the car.

After I mangled the snaps, the screw heads fit through the holes in the floor. 
So, here are my questions:

1.  Are these snaps for carpet/floor mats?

2.  The holes don't seem to be rusted to a bigger diameter; is it normal for the
screw heads fit through those holes?

3.  I can't find these things in the Moss catalog.  Are they available somewhere
else?  Do I need them?  Should I weld the holes closed and forget about it?
