That single sentence wasn't intended to be a full description of how to
set-up the SU carbs, it was a comment on a previous statement that "the jets
should be turned all the way up". It isn't all the way up, just till the
tops are flush with the top of the bridge.  And when setting-up from scratch
*both* sets of linkages have to be slackened and a whole lot of other steps
performed to boot.  However small adjustments to mixture (and idle speed)
can be made *without* slackening the linkages, but both carbs must be
adjusted by the same amount and in the same direction.  If you get the carbs
out of sync, either for air-flow or mixture, you have to go back and do a
full set-up from scratch.
