Joe,

I only take my air cleaners off when I need to see something behind them or
change them.  I see no reason to take them off when topping up the oil in
the carbs.  I have a fair amount of resistance when I put the plungers back
in the carbs.  I'm not sure what the 1/4" is about, maybe the last 1/4"
before the plungers are seated.  I have a 72 with stock HIF4 carbs.  I've
been spending a great deal of time under my dash trying to get my heater fan
switch out, a deep socket is a big help taking the temp. control off.  We
are in complete agreement over instructions, I am a firm believer in using
them as a last resort.  However I do take advise from people on the list who
know easier ways to do things.
