Its a combined horn and trafficator switch, mounts in the center of the
steering wheel in (usually) British saloon cars. Some early MG saloons had
them up to Y type I think.
The switch self centers after straightening the steering after going around
a corner.
Trafficators were common before flashing indicator lights, consisted of
little arms made of yellow coloured plastic with a small bulb inside. The
were operated by an electromagnet , and popped out of the side of the car to
indicate which direction the driver intended to turn.
