Hi, John.
If you heard the starter work off-load by shorting, that suggests the
solenoid is working. Could be that the momentary live, energised with your
key in the start position, is disconnected or broken. On UK cars (and
probably yours, too) this wire is white with a red trace. Disconnect it from
the starter and with a test lamp connected to the wire, have someone turn
the key to the start position. If it doesn't light up, the problem's between
there and the ignition switch.
