'Fully choked' would be relative to lots of things - it would be less when
the engine was warm than when cold, for example - and floods neat petrol
down the bores washing them clean of oil.  I've never seen a figure for it
nor would expect to because of its detrimental effect.  The fast-idle speed,
however, is quoted for a point just before enrichment starts.
