One carburettor book I have says the Magnette MK III (1959-1961,
1500 c.c) used HD4s.  They don't list the specification number. 
That would be a 1 1/2 inch carb with the jet mounted to a rubber
diaphram.  It was only used in 1 1/2, 1 3/4, and 2 inch sizes.

I am not familiar with your carbs, but I can take a few stabs at it:

When you say it is getting too much fuel to the engine, do you mean
that the mixture is too rich, or do you mean that there is too much
pressure from the fuel system?
