HIF4 carb problem

Hello all,
I am having a problem with the rear HIF4 carb on my 74 BGT. The problem is
that the rear carb will stop flowing any fuel after stopping the car and
then restarting it after less than an hour or so. Also it cut out on me
while driving to work this morning.
  I know it is not flowing any fuel as I was able to reproduce the problem
in the garage, and could lift the float in the rear carb, (with no effect),
and see no fuel was flowing. I was able to get it going again by revving the
engine with my hand over the inlet.  I have disassembled the carb and
cleaned it but this seems to have no effect. It does no appear to be heat
related as the float bowl was cool to the touch.
Any ideas?
