I'm confused myself.  Lifting the float will shut off the fuel supply to the
float chamber.  That is, unless the carb is upside down, which is possible
since HIF float chambers are access from the bottom of the carb.  Or did you
lift the piston?

If no fuel is flowing into the float chamber it can only be two things - no
fuel reaching the carb, or the float valve is stuck shut.
