With the ignition on the 2nd fuse up (white/brown at the front, green at the
rear) should also be hot.  The white/brown is powered from the ignition
relay, which also powers the ignition and cooling fans.  If these last two
are working OK then the relay is OK, so check the connections from relay to
fuse block.
