Hello:

That should mean is if you have a new battery in good condition
and a properly set regulator, you can load up the extra lights
using about 95% of the dynamo or alternator's output and saving
the remaining 5% for maintaining the battery.  With the TD or MGA
having very little extra loads as equipped, and the modern
battery with less internal resistance, you can probably use up to
about 18 amps of the generator's 19 amps output.
