It is preventing the slave cylinder flex hose (#19 in the illustration) from
flopping about in the bracket, making it possible to tighten the fitting on
the end of the metal pipe (#33).

>From the tenor of your questions, I would recommend reading the description
of these components in the workshop manual, in order to get a general
working knowledge of their function and proper assembly. I believe this
would contribute to a successful resolution of your clutch problem.
