I have a 1980 MGB and it is exempt from emissions testing in MA. 1983 is the
cutoff; you can check out
http://www.vehicletest.state.ma.us/generalinfo.html#exemptions for more
details. The car still needs to pass the safety part of the inspection,
though. I've been failed for a leaky exhaust and for a broken side marker
light, but they didn't seem to mind the non-original carbs or lack of a
catalytic converter.
