If the raised portion is real high start with a fine file
laid flat.  It will always cut the high spots first
especially if it's laid across two stud holes.  Even the
sharpened putty knife will cut, but you will have to
frequently resharpen.  Use a cone or ball shaped grind stone
in a drill or die grinder at slow speed if the ridge is
small.  Clean up the shavings with a magnet of have one
close to the holes you're working on to attract them.  Be
sure to plug the bores and any other holes you don't want
debris to fall into.
