This bears a close check first. I seem to recall that these bolt heads are
fairly close to the inside end of the rotating bearing hub. You should
install the backing plate and the hub to be sure there is no interference
with the bolt heads.
Otherwise, as long as the heads don't interfere with anything, substitute
bolts should be okay. Use fine threaded grade 5 minimum here, as this is a
critical structural application. These bolts take the wheel torque when
you hit the brakes hard.
The original bolts may have a length of plain unthreaded shank to improve
alignment of the brake backing plate. But not to worry on that feature, as
the brake shoes are self aligning regardless of the position of the backing
plate.
