When I had my shop, I had a similar problem with a Midget.  The gas station
which was working on the car couldn't get the front two cylinders to fire.

I found that the front carb was not transfering fuel from the bowl to the jet.
Seems that whoever had replaced the jet had crimped the plastic line and
blocked fuel flow.  Check it out.
