Monte,
You might want to check the polarity of the speaker wires. If one is hooked up
with the tracer on the positive contact for the speaker, and the other is
hooked up with the tracer on the negative side, this can cause that "under
water" sound. It really doesn't matter which side the tracer is on, as long as
it is the same for both speakers. You might also want to check the connections
on the back of the radio--sometimes one of these gets reversed too.
