Below the top of the piston. When you insert the damper plunger and press
down, if you feel resistance before it is seated all the way to the
threads, that's enough oil. The motion of the piston is from that point
upwards, and the oil level moves upwards with the piston, so the small
brass regulating check valve will always be immersed in the oil.

The excess spills over and dribbles into the throat of the
carburetor. Aside from making a little oily mess inside of the carburetor,
it does not appear to be functionally harmful, and is therefore self
correcting, so to speak.

More often they have screwed the big brass nut on the bottom up tight
because they thought it was falling off, and then ask "What mixture
adjustment?"
