Only three reasons to use 'em... or have had them installed.
(that I know of)

1) A shaved head.... raising the pedestals to correct the rocker
geometry
2) and when the top of the head is not level.
3) purposely putting a slight pressure on the 
rocker rod so it doesn't rotate when well worn
