Normal.  Whenever I've had to do it I end up hacksawing through the pin both
sides, couldn't get the arms off the damper either.  If you remove the
clamping bolt holding the two damper arms together and wedge them apart a
bit you can make enough clearance to wield the hacksaw without damaging
either the arms or the trunnion.

Remember to coat the shank of the new pin with copper grease to (hopefully)
prevent it seizing to the tubes in the rubbers next time.
