IMO it would make some difference based on the driving style of person
behind.  IF, that's a big one, the following driver looks far ahead and
not down at the road 200 yards ahead.  Those that look far ahead will
see the higher mounted third light before one mounted lower.  The design
of rear cars has changed so the third light may now might be not as
effective.  Current car tail lights are now higher and brighter.  Thus
negating the effectiveness of the third light.

Also, I used to drive and look through the back window and out the
windshield of the car directly in front.  Thus I could see what was
happening in front of the car I was following.  That's harder to do
today because of toppered pickups, tinted windows, higher vehicles when
compared to a car, etc.

The third lamp was added back in the days before the road was dominated
with SUVs, toppered pickups, tinted windows, high seat backs, etc.
