Raising the Hood Question

1.                   Believe it or not.I have not attempted to raise the
hood (top) on my 66 B since I got it last August.  Even though the vinyl
top fit when I took it off.I can not seem to get it latched back into
place, lacks about 2.5 inche.  Anybody have any suggestions and (or) the
instructions/schematic of the frame and top?
2.                   Where can I buy a license plate frame for a
European style license plate?
