Sorry, but this suggestion won't work.  The drilling is about 1/4"
diameter and will be hard packed with very fine congealed silt.  

The plugging process is very similar to the vent cowl drain tube, which
also tends to get plugged solid in any dusty area. You can put as much
force from above as you want, but it takes rooting around from below to
get the plug cleared.  

That sounded kinda bad, specially for those of us of colonoscopy age.
