The steel wheel car has five lugs, and so the brake drum has to have five
holes for it to fit over the wheel studs before fitting the wheel.  Whilst
it may well not need five studs on a wire wheel car, if it had less it would
have to have a different brake drum to the steel wheel car.  Anathema to
motor manufacturers.
