Don't know about now or the legalities, but in the late 60's within 
city/town limits of some of the places I visited in Spain while in the 
service nobody drove at night with headlights, only parking lights. The 
cities/towns were well lighted though. Narrow streets with blind 
intersections required flashing of the headlights also. Some intersections 
had convex mirrors on the corner of the buildings.
