Is there a way to check the TCSA solenoid?  +12 volts opens it up?

If the 'box' (the TCSA solenoid) is working as it was originally designed there 
is no need to disconnect the pipe and plug the port, precisely *because* the 
box is doing that anyway, by only connecting vacuum through in 4th gear.
