Correct - at least, 12v on one terminal and ground on the other.  The ground 
is hard wired, determine which that is and connect 12v to the other, and use 
a fused circuit e.g. from the purple end of the bottom fuse for safety.  It 
should audibly click as you connect and disconnect the 12v.  You can check 
the valving by sucking on the port connected to the inlet manifold - that 
should only pass air when the solenoid is energised, not when it is 
de-energised.  And when it is passing air you should be able to stop even 
that by manually blocking the port that leads to the distributor.  Likewise 
with the solenoid energised you should be able to suck air from the 
distributor port but stop it by manually blocking the manifold port. 
Finally with the solenoid *de-energised* you should be able to freely suck 
air from the distributor port as this is now open to atmosphere via a hidden 
port covered by a foam filter under the bracket.  Unless you can do *all* of 
those things it is faulty and could be the cause of a vacuum leak.
