Actually the way we used to measure them was between the welds on the
main tube. That way you only need the main tube, not the whole assembly.

Short  20.25"
Med.   21.25"
Long   22.25"

The standard way of measuring, as shown below is from flange face to
flange face with the sliding joint fully compressed.
