Chip,

I have owned two Morgans over the past years and a partial solution of
the "shimmy" on both was the same.  Have the wire wheels tuned (that is,
if you have wires).  This made more and better difference than all the
other things put together (adjustments, etc).

I don't know what to suggest if you do not have wire wheels.
