Joe,
Once she registers the car in NJ, she shouldn't have any trouble getting
insurance.  As long as it is registered in UK, she'll have to insure it
through the UK. As you know, here in NJ we have a Catch 22 - you need
insurance to obtain registration, and vice versa. Usually both are handled
at once. I would say the easiest solution would be for her to buy some old
clunker (that'll pass inspection) for ~$100, register it, and insure it.
Later she can transfer the registration to the Morgan, and then notify the
insurance company. Surely, they'll find a way to raise her premium rather
than cancel her policy. Of course, I assume her arrangements with US
Customs allow her to register it here, and she can get an exemption if it
won't pass the NJ smog test...
