Eric,
 I thought he said he powercoated the filler neck.  Maybe he wanted to achieve 
a better seal on a rough surface.

Dumb Question ....as I too will soon be installing the gas tank back into my
truck.... If the rubber grommet is a seal between the filler tube and cab
why is it necessary to apply a sealant like RTV to the seal?
