Probably corrosion on float resistor is making needle jump toward full.  Most 
probable problem is corrosion or burntout resistor in tank unit.  when 
running 12 v probability becomes certainty.  Radio shakc 25 ohm 5 watt 
resistor in wire between key and dash unit brings 12 v down to about 6v.
