Bill, you should contact ebay immediately about this. They do have
insurance  that will pay I think $100 of your loss. You only have one month
to do it though. Make sure you have the auction number when you call them.
After a certain amount of time you can't look it up anymore. I went through
this about 6 months ago. I finally got my item after I left bad reviews.
Beware of emails from other people who claim the same thing happened to
them. It could be the guys friend wanting to know if you plan to visit him
personally. Which brings me to my next thing, if you are out a lot of money
it wouldn't hurt to price an airline ticket to where he lives. My item was
on the west coast and I live on the east coast. I was out $500 however and
I could get a ticket cheaper than that. I'm not advocating violence but if
I hadn't gotten my item he would have gotten a friendly visit. Good luck.
