I had this same problem when I got my truck last year.  I was able to take a
chisel and split the lug enough so I could get a hold of it and take it off.
I don't know if you have enough room to get chisel in there, but this is
what the local wheel shop recommend I do.

I've been down this road before. If the rims are aluminum I haven't a clue.
If their steel here's what I've done: Heat the lug with a torch, until it is
cherry red. Squeeze the lug with a pair of vice grips (real tight). Use an
extender bar on the vice grips spin off the lug nut. The heat will loosen
the nut and you should be good to go. Let the stud cool.
The lugs are designed as a nut within a sleeve. The sleeve is what you see
so just trying to spin it won't get you anywhere
