Well I would like to thank everyone for their input as to the electrical 
problem my buddy has.  As it turns out, he took the fuel filter off to 
change it and never put the new one on since it was the wrong size.  Junk 
must have gotten into the carb and screwed things up.  He took the carb off 
and the intake was completely filled with gas.  I think we now know what 
caused the no start situation.  He is rebuilding the carb.  I just gave him 
a new tank to use since his old one if filled with crap.  Once we drain the 
intake, change the oil, I bet it will fire right up.
