Get out the grinder, and have at it!!!  If you are real good and real  
careful, a cutting torch can be used to cut off most of the head of the rivet,  
but 
you will still have to use the grinder on the rest of it. When you get most  
of the head the rivet ground off, then use a punch and hammer, and knock it out 
 of the frame. Take your time, and get a firm grip on the grinder, and you'll 
do  a fine job, without "messing up" the frame.  Good Luck.
