POR 15 is designed specifically to be painted over rust (hence the name  
POR). You just need to remove the loose rust and the paint. It dries hard as a  
rock and it get more durable with contact with moisture. It is a great 1st coat 
 
if your dealing with a rust repair or bare metal. The shortcomings are :1) It 
is  dangerous to spray without full protection, 2) It breaks down under 
sunlight,  so it needs a top coat if it is exposed, 3) If dries on your hands 
it 
take  weeks to get off/wear off.
It is great for chassis and wheels and it is a great rust treatment for  
existing repairs. It is unbelievably tough and durable.
