We have oil!
Thanks guys, particularly those who said to keep on spinning and to 
turn the crank too.  After two full crankshaft revolutions at 1/6 
revolution per "adjustment" and 30 seconds of spinning the pump at 
each position, oil finally came out of the pushrod/rocker interface. 
Let's hope the next guy who tries it learns from this.
